The Senate has passed a bill mandating national identity registration for all Nigerians as part of efforts to reform the nation’s identity management system.
The legislation, which seeks to repeal and reenact the
National Identity Management Commission (NIMC) Act, aims to establish a more
efficient and inclusive identity framework in line with global best practices.
The bill’s passage followed the presentation and adoption of
a report by the senate committee on national identity card and population,
chaired by Victor Umeh, the senator representing Anambra central.
“The proposed law aims to establish a harmonised and
cost-effective identity system that aligns with global best practices, enhances
data accuracy, promotes inclusion, and addresses gaps in Nigeria’s identity
database,” Umeh said.
He added that the bill would boost the NIMC’s foundation by
allowing more Nigerians to register and improving data security.
“The bill seeks to establish a centralised database for
citizen registration and identity management, ensure a harmonied and
cost-effective identity system, and address inaccuracies in the existing
database while promoting inclusivity,” he said.
“It also seeks to mandate the issuance of identity cards to
all registered citizens.”
Barau Jibrin, the deputy senate president and senator
representing Kano north, sponsored the bill.
Following its passage in the senate, the bill now moves to
the house of representatives for further consideration.
If approved, it will be forwarded to President Bola Tinubu
for assent before becoming law.
Senate President Godswill Akpabio commended the committee
and lawmakers for their efforts in refining the bill.
“I thank all of you, and I pray that this bill will ensure
that we have proper records and accurate data to plan not just for the current
generation but for future generations of Nigerians,” Akpabio said.
