Bauchi Governor, Bala Mohammed, has lamented that the civil
service in the country has been politicised just as he blamed politicians for
the development.
He was speaking while receiving a report of a Panel on Civil
Service Reforms during a brief ceremony at the New Government House annex in
Bauchi on Monday.
He said, “Career and growth in the service should be guided
by excellence and merit. It has always been so until such a time as you
mentioned, when, we the politicians crept into the issue of personal interest,
politicisation, transfer of service of people from the local councils who don’t
have the cognate experience or even from the private sector.
“And that is impinging negatively on the civil service.
This, I must confess, has been the bane of all of us in the country.
“Today, Bauchi, sadly, which used to export labour to the federal government and to the international community, cannot even service our local needs let alone exporting labour.”
Asked if politicians are to blame for the politicisation of
the civil service, he said, “I am not immune to the blame because I am a
politician.
“But I am one politician who has a civil service background
and that was why I constituted this committee with a lot of humility and
courage because I know it is the whole system that is rotten. It takes two to
tango, the politicians and the general public, because of the agitations and
the promises and the desire to satisfy political supporters and son on.
“The whole service has been politicised along party lines
whereas civil servants are supposed to be impartial because the civil service
is trained in a manner to serve any government in power. If there is APC, PDP,
APGA, they will switch immediately just like the Police.
“But then, you will see civil servants in the local councils
and the state carrying placards of posters, attending political meetings.
“Here, we had a lot of challenges but we decided to draw a
line not to pursue anybody for participating in that absurd and very bad
practice but certainly, it has stopped.”
