    You can blame them, since there is no yard stick to measure performance. Whatever the case, they will receive salary, & other allowances.

    What is wrong with sleeping during recess? I worked with a multinational company for many years and it was standard for many staff to take a short nap during lunch break. It is called "power nap" as it is known to energise you for the afternoon work.
