VIO tackles FRSC over right to inspect vehicles

The National Chairman of the Directors/Chief Road Traffic Officers of the Federation, Rev. Bayo Otuyemi, has said the Vehicle Inspection Office has the right to inspect vehicles and driving licences.

He said this in Abeokuta on Tuesday while reacting to a statement credited to the Federal Road Safety Commission Corps Marshal, Mr. Boboye Oyeyemi, that the VIO was not permitted to inspect vehicles and driving licences.

Boboye had made this remark on Monday during his visit to the Inspector General of Police, Mr. Solomon Arase, in Abuja.

He had said, "The statutory responsibility of the VIO does not include stopping people and asking for driving licence."

However, Otuyemi said the VIO men were backed by law to inspect both private and commercial vehicles to ascertain their roadworthiness and to test drivers' competence, among other duties.

He said the function fell under residual matters and was not included in either the exclusive or the concurrent legislative list of the 1999 Constitution.

He said, "Under the Motor Vehicle Administration duty, which has to do with inspection of vehicles to ascertain their roadworthiness and certify them fit to ply the roads, it is VIO's responsibility.

"We also test drivers for competence before they obtain driving licences.

"This duty also has to do with licensing of vehicles and all these are not included in the Exclusive and Concurrent Legislative list of the 1999 Constitution and that makes it a residual matter, which means only the state Houses of Assembly can legislate on it.

"It is a state government responsibility. It is not listed, not because it is an omission, rather it is out of commission and that is how it is all over the world.

"Is it possible for one to authorise a certificate in the case of roadworthiness and one does not have the power to inspect that certificate and the vehicle to which it is issued?"

He described the involvement of any other federal government agency in motor vehicle administration as "illegal and unconstitutional."

  1. When we examine closer, we discover that these duplicated agencies were established for a few aristocrats, elites for patronage. Nigerian motorists can hardly tell the difference between the two.

    1. Not every anomaly in the Nigerian system was created for a big man's purse. but some people (mostly small fries) are benefiting from this one.

      The system has issues, which I think only the legislature and judiciary can help with solving. Road matters, are they FG issues or SG issues? From there we can now start looking at what agency should do what

      But you see the beauty of this discuss? It ends here and that's why nothing has happened

  2. Confusionist country, vio, frsc, this and that.....too many government bodies, yet no improvemnt, just paying salaries for fun.

  3. The FRSC should either be scrapped or its duties redefined to be responsible ONLY to seeing that vehicle drivers comply to road driving rules excluding issuance of driving licenses. The agency has become another very corrupt one in the system. The VIO, who inspects and certifies a vehicle for being road worthy should also handle driving licenses and othe vehicle particulars.
