    This is definitely a case of renovation and the tiles clearly shows so. It shouldn't be taken out of context. Thak you

      Perhaps the steps came after the ATM installation (Renovation). A common bricklayer did this (just guessing). An architect would work around the problem, that is, terminate the steps before reaching the wall so people can access the ATM beside the steps rather than on top of the stairs. But whether the chicken came before the egg or vise versa, this is a total architectural fail.
