He also promised to tackle the rot in the education sector by reviewing the 6-3-3-4 system.
Speaking with journalists in Ado Ekiti on Monday, Ayeni, an ex-Deputy Governor in the Old Ondo State blamed insurgency and militancy on pervasive injustice in the country.
Lamenting that unstable policy had been the bane of Agriculture sector, he promised to set up a National Agricultural Development Agency in all the 774 Local Government in the country to harness agricultural outputs and block all leakages in that sector for more revenue earnings.
Ayeni identified job creation as the most potent antidote to youths involvement in insurgency and other criminal activities in the country.
He expressed regret that the economy had become sick under the Peoples Democratic Party-led Federal Government despite being rated as the largest economy in the continent after the rebasing of 2014.
He criticised what he called execution of bogus projects by the Federal Government all around the country which, according to him, have not added value to the lives of the ordinary Nigerians promising to enthrone "innovative governance" if elected.
Ayeni who hails from Emure-Ekiti denied being a surrogate to any presidential candidate stressing that he believed that he had acquired the experience, pedigree and wisdom needed to rule a complex country like Nigeria.
