The Presidential Jobs Board, recently set up by President Goodluck Jonathan, has proposed N60m for the wages of private consultants it planned to hire to support its secretariat in 2015.
The figure is part of the total budget of N170.12m proposed by the board for its activities in 2015, according to a document exclusively obtained by our correspondent.
The board, chaired by Vice President Namadi Sambo, has the responsibility of identifying most probable sources of generating three million jobs for Nigerians within 12 months as one of its seven terms of reference.
According to the document, the N170.12m budget relates only to costs associated with holding board meetings and costs related to full-time resources in the board secretariat.
It further indicated that other costs related to board focal points (part-time resources) in other public agencies or board partnership projects and programmes would be sourced and funded through third party arrangements and are not included in the budget.
“The budget for the Presidential Jobs Board activities in the year 2015 is estimated at N170.12m. This is composed of N110.12m for explicit operational costs (that is, travel, accommodation and secretariat setup expenses, among others), and N60m in implied costs on wages for private consultants (these are implied as there may be seconded personnel by government MDAs and the private sector to the secretariat,” the document read.
Further breakdown of the budget showed that N26.4m was budgeted for eight business class flights for each board member for four quarterly board meetings and four subcommittee meetings.
A total of N21.12m was also budgeted for eight nights hotel accommodation and feeding for each board member at the rate of N80,000 for hotel, transport and feeding.
While N7.2m was budgeted for an average of two local trips per month for each member of the secretariat, N14.4m was proposed for an average of four nights accommodation each month for each member of the secretariat at the rate of N50,000 for hotel, transport and feeding.
Twenty million naira was budgeted for communication, media and publicity; N15m for setup (office layout, among others) while N6m is allocated to other running costs at the rate of N500,000 per month.
Other terms of reference of the board include reviewing and consolidating employment initiatives within existing sectorial plans in Nigeria and identify specific initiatives that can be scaled up to generate jobs in the near term, mid-term and long term.
Others are to facilitate immediate government approvals and policy actions to create three million extra jobs within the next 12 months, engage the largest private sector employers and major ongoing projects to evaluate barriers to increasing hiring and facilitate the removal of such barriers.
