Lagos Traffic Law: Police Feed Fat On Okada Riders



It is often said that one man’s problem is another man’s blessing.

To commercial motorcyclists, a.k.a. okada riders, the recent restriction on some Lagos roads has been a major setback to their business, but to the men of the Nigeria Police and other security agencies, it has been an opportunity to make quick money.


Reports reaching P.M.NEWS indicate that policemen and other security officials have been extorting money from okada riders that fall victim of the new traffic law.

P.M.NEWS investigations revealed that okada riders arrested by police officers for flouting the new traffic law in the state are often made to part with between N5,000 and N10,000 before their motorcycles are released to them.

The motorcycles of those who could not pay are seized by the policemen and taken to the office of the Task Force on Environmental Sanitation at Alausa, Ikeja where they are added to the huge pile of seized motorcycles in a parking lot.

The modus operandi of the policemen is to appear in mufti on some roads frequented by Okada riders so that offending riders will not be able to identify them. Immediately they see an okada rider, they will pounce on him and drag him to their station or a quiet corner where negotiation takes place. Offenders who refused to pay the stipulated amount, usually N5,000, on the spot are taken to the station where the amount will be increased to N10,000 to accommodate the interest of the Divisional Police Officer of the station (DPO).
Some riders told P.M.NEWS that in arresting them, some policemen will hit them with an iron rod or a big stick while on motion, causing them to suffer injuries. They cited two or three instances in which riders were killed as a result of this crude method of arrest by policemen.
Investigations also revealed that following the coming into operation of the new traffic law, all manners of government officials have been posing as law enforcement officers to arrest and extort money from offending okada riders.
These officials, it was learnt, usually act as fronts for policemen and any rider who refuses to play ball is dragged to the station and made to pay a hefty amount before his motorcycle is released.
“These policemen are wicked. They will hit you with a big stick on the road and seize your okada. If you cannot pay them N5,000 immediately, they will take you to their station where you will be made to pay N10,000. The extra N5,000 is for the DPO.
“If you refuse to pay the money, your motorcycle will be taken to the Task Force office at Alausa and you will never see it again,” narrated a rider who identified himself as Sunday Effiong.
P.M.NEWS also gathered that police officers now call okada riders ‘ATM’, a source of quick money.
Another okada rider, Ajose Yusuf: “I ply Aboru to Iyana Ipaja. Last week, some policemen patrolling Iyana Ipaja to Oshodi arrested me. They claimed they came from the Lagos State Police Command. They took my bike to the Command headquarters at Ikeja when I couldn’t cough out the N5,000 they requested. In the night, I approached one of the officers who arrested me, he asked me to come back the following day before 6.30 a.m. with N10,000.
“The following day, he rode the bike to PWD bus stop and handed it over to me after collecting N10,000 from me.”
A dispatch rider with a Korean company in Lagos, Tajudeen Aiyegbami, narrated that he witnessed policemen collecting N10,000 each from more than 50 riders whose bikes were seized by the policemen.
“Two weeks ago, the mobile policemen stationed under the bridge at Iyana Ipaja arrested about 50 motorcycles and asked them to pay N10,000 each before their bikes will be released to them. That’s a huge sum of money.
“The new traffic law has given them the opportunity to feed fat on okada riders. Government should be blamed for this because they are not monitoring their men. The police are not enforcing the law at all, they are extorting money from us.
“Yesterday, some officers appeared in mufti, claiming to be from Area ‘G’ Ogba and seized about 20 motorcycles. They drove through Daddy Salvage, Fagba, Agege area of Lagos State. They later released the bikes to their owners after collecting money from them. I heard an officer calling okada riders ‘ATM,’” he stated.
Another rider in Obawole who identified himself as Taju accused policemen of enriching themselves through the state traffic law. “Some policemen arrested okada riders at Ifako Ijaiye. When I approached them to know where they were from, they claimed they were from Pen Cinema Police Station. They took those arrested to a corner and threatened to take their motorcycles to Alausa if they refused to pay. After much begging, they asked us to pay N10,000 each,” he narrated.
Tunde Adunola, another okada rider added a new dimension to the plight of okada riders in the state when he accused policemen of taking motorcycles seized in Lagos State outside the state for sale. “These policemen are callous. They will seize a number of motorcycles and select the good ones which they will take to their towns for sale. I ply Iyana Ipaja to Ayobo, but the way policemen are arresting okada riders is bad. They arrest anybody found on the road. It doesn’t matter even if you are not on the roads where our activities have been restricted.
P.M.NEWS gathered that the former DPO of Ipaja was redeployed because the authorities found 15 new motorcycles in his compound.
Olukayode Amadi, Branch Chairman of Motorcycle Owners Association of Lagos State (MOALS), Ikeja branch ‘A’ accused the police of corruption in the way they go about enforcing the traffic law.
“Policemen are milking us. Now, they see us as their ATM. They will just appear on a street and begin to seize motorcycles found there. They will take all the seized motorcycles to their stations and ask riders to come and pay before the motorcycles can be released.
“As a branch chairman, Ikeja Unit, I know how much we have paid to the police to secure the release of motorcycles seized.
“At least, I pay between N15,000 and N20,000 a day to the police. It is not everyone of my member that can afford to pay this money and if you don’t have any at all, they will impound your motorcycle. You can see the way the police are killing us in Nigeria.
“Policemen are the most corrupt government officials I have ever seen. Government should find a way of monitoring their activities. They have been abusing the traffic law in the state and something should be done to check their activities,” Amadi stated.
When contacted, spokesperson of the Lagos State Police Command, Ngozi Braide, condemned those extorting okada riders. “If what you have told me concerning some policemen extorting riders is true, then it is bad. It’s totally wrong. Any officer caught would be brought to book.
“Nobody sent them. The Commissioner of Police will never send them. Even the Area Commanders will never send them. The Command will not take it easy with those people if they are caught in the act,’’ she said.

  1. The new Lagos traffic law sacrosant and must be obeyed. However, the issues with the administration of law and order by the Nigerian Law enforcement agents is becoming unthinkable. law are remade by interest agencies to enrich themselves at the expense of the public. What manner of Nation is Nigeria? This country is not a jungle that the strong should feed at the detriment of the weak!!!. But i can tell everybody to keep faith in the Nation, those who trade in wickedness will reap abundant of its reward. Nigerian Police and other law enforcement agencies, carry on. GOD, MAY YOU MAKE PPL DRIVE ONE-WAY, RIDE OKADA THRU ALL PROHIBITED ROUTES, RIDE WITHOUT HELMET SO THAT I CAN CATCH THEM AND LET ME NOT CROSS PART WITH BOKO HARAM OR SERIOUS MINDED ROBBERS IN JESUS NAME....... That is the prayer of an Average police man in Nigeria. From the day they are recruited, it’s all about how much they can fraudulently gather by the end of the day.

  4. Ɣöu guys are simply short-sighted. When someone in his (crazy/right) mind can comfortably flout †ђξ law aήð police arrests such culprit aήð vow to deal wt him/her according to †ђξ law. †ђξ culprit in turn goes down on his knees, begging that †ђξ officer should look †ђξ other side aήð allow him to go. If @ this juncture money part hands he's allowed to go, who r Ɣöu going to blame? The deliberate offender or †ђξ officer who 'assisted' him by collecting only 10k fø̲̣я Okada worth more than 100k, which would have otherwise being permanently impounded @ Alausa.

    Behavioural change is what we need in this nation. Keep to †ђξ law, never flout it. Then let any goddamned officer arrest Ɣöu aήð start demanding fø̲̣я bribe. Even †ђξ whole world will come to ur rescue. But when Ɣöu have put urself in 'I'm sorry' state, then Ɣöu have to pay through ur nose fø̲̣я ur stupidity. †ђξ question is, how many of us keep †ђξ law 100%?

    Police who benefits from others downfall, †ђξ judgement of God is nigh. If Ɣöu escape it; ur children won't. Remember, EVIL MEN DO, LIVES WITH THEM!

  5. The person writing this comment is a woman. All the above comment is nothing but the truth. Although I don't enter Okada but I have witness most of all these their drama in many occasions and each time I got home I always narrate what I saw between Okada and police to my husband, I stay around Akowonjo via Egbeda area. Infact one happened on Monday close to Dopemu Under the Bridge, when a police man drag an Okada man and pushed him to the on coming car just to see that the Okada would not be able to escape and the headlight of the car pulled out with some scratch on the man’s car and according to eye witnesses said the Okada just drop someone on the street close to the express and not on express but that as soon as the police man on mufti sighted the Okada man pounced on him and they were dragging themselves that is where I Met them arguing with some people in my present and the Okada man insisted that the police cannot take his Okada from him instead he should kill him because he has done anything to deserve his threat, people gathered while the Okada man put his leg inside the tire of the Okada that he will not go to any where with the police man even the owner of the car said it was the police man that drag and pushed the Okada to hit his car in other for the Okada not to escape before one of the Senior officer now came and the people around now told the officer what happened they were still on the issue while I left the scene because I was already late for work.
    Another I witness was a last week when a police man was dragging two Okadas playing Akowonjo area across the pavement infact, I cannot explained how one of the Okada man jump the pavement and escape without minding if another vehicle was coming, he just jump and cross and speed off, honestly I see all these drama everyday how many will I narrate. They should beg the police to take easy because Fashola has created another big company for police to be making money from all these Okada and since there is no job and nothing to lay hands on instead of stealing that is why you see some of them still riding this Okada is because there is no other alternative on what to live on with their family. It is not with pleasure that some of them are going through all these even taking risk of their life. Fashola note that the Police are generating revenue far far more than Lagos State Internal Revenue Generations, the police will bloody fool government while they are making money into their pocket hardly you will see them on the road collecting money from all these motorist but the story has change since Fashola has formed a very mighty company of Police Internal Revenue Generation through the OKADAS. The question I want to ask is this “where are we going in this country”? that everything is turning upside down? Where is the future and hope for the this country and what account would our leaders give to the Almighty God if they cannot serve the people that voted for them for good and for the betterment of the country? Let’s think fast before this generation witness Armageddon war.

  6. Mr sam, You are right by saying citizen need behavioural change. I guess this include the police and other law enforcement agencies. The law does not say they sholud help and offender. If the offence is considered unpardonable, then the course of the law should run. I also know that, we don t beat children for all wrong doings, some times we talk to them and make them understand why their actions are wrong. Hence if they cannot correct and ley go, then they should not help offenders by collecting 10K. By this, offenders will be proper in behavior.

Go to Bank Bus stop @ Ijegun Ikotun lagos by 7pm, some hungry, dirty, sleepers-wearing, smoking & drinking gogoro Police men with guns stock to their necks are always hanging around there extorting money from Okada. I hv taking time to snap them on 3 occasion, I will not hesitate to post the pix to the net bcos I know its not the Lagos Police state commissioner that sends them but the DPO of Ijegun/Ishere Police station. FK Lagos.

  9. My own is if you don't want the police to feed fat. The Okada men should obey the law.
    At least if you don't disobey it, no one would arrest you.
