  9. It is a classic statement about citizens attempt @ avoiding the wrath of the law while breaking the law. Many times this comes out of the insentivity of a government that is quick to make and enforce a law in an enviroment of where there is no adequate infrastructural integration nor empowerment for the people. This woman in her dressing will be a model of a goverment pasionate to promote our culture in an enviroment where transport system is @ best dilapidated / antiquated (crowned by the fast and furious but effective okada network).What should she do if she has to quickly get to a society function that values her wears besides the fact that taxis may not actually ply the section of the town she is going and she is not yet blessed with any of the mighty jeeps our thieving politicians drive around.
