'Jonathan can't crush Boko Haram' - Buhari tells United States Secretary of State, John Kerry



The All Progressives Congress presidential candidate, Maj.Gen. Muhammadu Buhari (retd.), has listed the strategies that he would adopt to end insecurity in the country if elected President.

The methods, were unveiled by Buhari during his meeting with the United States Secretary of State, John Kerry, in Lagos on Sunday.

The source, who was one of the APC members that also attended the meeting, said on Monday that the strategies included the elimination of corruption, transparency in the management of defence budgets and an overhaul of the nation’s security apparatuses.

He said that Buhari highlighted the plans when Kerry expressed concern about the spate of insecurity in the North-East.

The source added, “Kerry said the US was interested in someone that could curb the Boko Haram menace. He said the concern of President Barack Obama was that terrorism should not spread beyond the North-East as it seemed to be doing so gradually.

“Kerry asked what the strategy of the APC would be in fighting insecurity.”

One of our correspondents gathered that while responding, Buhari said since he knows that corruption and lack of political will are some of the problems militating against the war against insurgency, he would tackle them headlong if elected.

Buhari was said to have told Kerry that the Goodluck Jonathan administration had spent billions of dollars on defence and that a large portion of the money was diverted by those in power.

It was also learnt that the APC candidate informed the Secretary of State that the President had turned a blind eye to this.

Buhari was said to have also stated that there was something wrong with the intelligence-gathering mechanism of the military. He therefore promised that he would revamp the security apparatuses of the government.

According to our source, the APC candidate said “that Boko Haram members were not ghosts but that they were gaining ground because the security agencies had been compromised.”

He said that the former Head of State also promised that transparency would be his watchword in the disbursement of defence budgets.

It was gathered that Buhari “promised to ensure that every kobo spent on security would be accounted for as this would ensure that our soldiers get the appropriate equipment and have their morale boosted.”

He was also said to have told Kerry that the Jonathan government once scuttled a hearing by the National Assembly on defence spending, an act that clearly showed that it was not ready to promote transparency in the management of the nation’s affairs.

“Buhari said when the National Assembly set up a hearing with the heads of security agencies to know how the defence budgets were being spent, the Presidency scuttled it because it was obvious that the money for equipment was not being spent judiciously. He said by such an act, the Jonathan government was not encouraging transparency in the way and manner money meant for security was being spent.”

The PUNCH gathered that APC leaders like the National Chairman, Chief John Odigie-Oyegun; Asiwaju Bola Tinubu and Rivers State Governor, Rotimi Amaechi, who were also at the meeting, urged the US to impress it upon the Jonathan government to ensure that next month’s elections were not postponed.

Kerry was said to have expressed worry at the pre-election violence in the country but the APC leaders told him that they had nothing to do with it.

The APC Presidential Campaign Organisation has however welcomed the call by the US for free, fair and peaceful elections in Nigeria.

The organisation, in a statement by its Director, Media and Publicity, Garba Shehu, said it fully identified with Washington’s appeal to political parties to ensure credible polls.

According to the statement, the Jonathan administration and all responsible politicians should support the objectives of free, fair and peaceful polls as advocated by the US government.

The statement read in part, “He(Kerry) explained that the US and other members of the international community should not leave the Jonathan administration to its devices or whims and caprices, adding that the government must be held to these commitments to avoid any hanky-panky during the elections.

“On the US threat to deny visa to politicians that engage in electoral violence and malpractices, the APC Campaign organisation said it fully endorsed the measure to serve as a deterrent and give credibility to Nigeria’s democracy and electoral system.”

I can’t fight corruption by jailing people, Jonathan insists

Meanwhile, Jonathan has insisted that he will not fight corruption by jailing people.

He, however, stated that he would build a system that would block people’s direct access to funds.

The President said this at a corporate forum titled, ‘An Evening with Dr. Goodluck Ebele Azikiwe Jonathan’ in Lagos on Sunday.

He said even if five million Nigerians were thrown into jail for corruption, graft would still continue if the system was porous.

He said, “People always say government is not fighting corruption but our position is very clear. We are fighting corruption and our position is that fighting corruption is not all about jailing people and showing them on television sets.

“In this country, we never had armed robbery until the civil war when small arms were being used. Initially, armed robbers were being shot in public and later in secret. But it did not stop armed robbery; so our commitment is in the British law system that states that it is better for nine criminals to go free than for one innocent person to suffer undue punishment. In that case, the concept of beyond reasonable doubt is always difficult to prove in corrupt cases and that is why they even accuse the EFCC (Economic and Financial Crimes Commission) of going for plea bargain.

“In the area of arrest, the EFCC has prosecuted more people and has secured more convictions than before but even if you prosecute 10 million Nigerians and convict five million, it will not stop corruption. Yes, you are fighting corruption which must continue but the most important thing is to block those avenues that corruption can occur.”

The President also promised to bring the fight against insurgency to an end if re-elected.

Earlier, many of his key ministers had spoken about the administration’s achievements.

For instance, the Minister of Finance, Ngozi Okonjo-Iweala, said the recent rebasing of the GDP showed that the Jonathan administration had actually diversified the economy better than its predecessors.

Okonjo-Iweala, however, warned that there would be tough days ahead but maintained that the diversification of the economy would cushion the drop in the price of crude oil.

The Minister of Petroleum Resources, Diezani Alison-Madueke, said there had been giant strides in the oil sector but lamented that pipeline vandalism was affecting both oil production and revenue.

She said over 60,000 barrels of crude were still being lost to the act daily.

Also speaking, the Chairman, Dangote Group, Alhaji Aliko Dangote, said the economy should be diversified such that oil would constitute only about 40 per cent of the nation’s revenue.

Dangote, who called on the government to ensure job creation, said it was unfortunate that within 90 days the price of oil went from $110 per barrel to less than $50.

  1. Many Nigerians are daft. How can you tell the Americans your strategies for combating terrorism when it is evident that they do want it to stop. Why do you think they are denying us arms to fight? Do you think the Americans wish us peace and prosperity so that we can be truly independent? Buhari you are disappointment. This man came to make sure that there is a fulfillment of the schism of NIGERIA come 2015 and out of excitement of meeting your fellow old man, you are divulging what should be your trump card.

What strategy did Obama show to any country before he became the US president, perhaps inferiority complex will now be at Nigeria's fore front. With common sense, do I still follow this man?   4. Buhari is a coward how could he reveal the way/ plan to Kerry , we Nigerians are disappointed by you we thought you are a man in thinking . It is true GEJ is 100% better that Buhari because he Buhari cannot keep secrete. Kerry came to brain wash Nigerians to be able to execute their plans effectively, having known the game they are playing in African giant nation -Nigeria but in Feb 14 Election GEJ will win and continue his transformation agenda which have started yielding Good dividend for Nigerians.

  7. why are u slow to remember,did u think US will give arms to Jonathan who said Boko Haram are in the NAS,and no one has been arested,i voted jonathan 2011,but i am scared now, he allow the chief of army and the minister of petruleum, plus the cordinating Economy minister to distroy his dreams.

  8. To all thinking that Buhari is this or that by opening up on strategies. He only laid an overview of what he plans to do and have not gone in details or open up the real thing. Secondly, you need American relationship, so as an intelligent president you gotta work to maintain it. You want sophisticated arms and intelligence sharing from America to fight the war against the insurgency? Well, this is a way of getting closer to getting what you need. Their drones have flew over the insurgency base and believe me they have gathered load of intelligence that Nigeria would benefit against the Boko Haram. Therefore, Buhari did excellent job in showing this man how he would tackle corruptions that leads to all the failures in the military before they would trust you and let you have a better weapon other than old worn out shit coming from eastern Europe like Russia, etc.

You want America to sale arms to Nigeria and tomorrow Boko-Haram will seized it from the Nigerian army and use it to finish everybody in just one day. You all know that GEJ cannot stop Boko-Haram but you fools are supporting him because it's not your brothers and sisters that are being killed every other day in the North East. What have your GEJ done to stop Boko-Haram since six years now, have you heard that the army generals are in the war front fighting Boko-Haram. Tell GEJ to do the needful.

    Now let me tell u, if you are campaigning and u insist u can solve an existing problem, u have to explain how u intend to achieve that. Its unfortunate that many of u are not intelligent enough to know GMB did the right thing.
    If GEJ says he wil end boko haram when re-elected, wont u all want to know what and how he intends to do differently after 6 years?
    Common nigerians! its time we began to know strategies these politicians want to adopt in solving our problems rather than empty promises.

  12. I must say this. .. GMB has not said anything wrong at all. Let me say this, in this part of the world, transparency is the key thing. Before president Obama was voted for, he faced so many questions, debates upon debate, and the reason is just to test the mental acumen and capability of the candidate. In my own opinion, GMB has only stressed what we all know to be Jonathan's problem. I think our president is a shallow thinker. The bible says "otito lo ngbe orile ede ga". His administration is not sincere and he knows that. USA and other north American countries and europe are better off because there is rule of law. People go to jail for any serious offence and that's why their systems are better. He's talking of using technology, don't these countries also use technology to prevent or abort stealing? Truly mr. president's attitude encourages corruption. And I am not sure if he truly knows the implications of what he said. May God help us in Nigeria.

  13. I really didn't see anything wrong in GMB idea and it's revelation to people. This is essence of campaign to tell people your approach to tackle common problems. The forum do not matter, atleast we know his strategy in tackling the problems. I must confess that I buy his idea of showing strong will in tackling corruption.

Why talk GMB and GEJ as if they are God .Us is what it is by US citizens,every man in Govt has his own interest or interrst of his sponsors,politics is business.the only way to check mate this is to have a strong system,GMB and GEJ may not see one kobo but sombody is somewhere eating out of this display of shame ,if GMB has startegy ,why wait till he is president,why dod he jeep quiet all these yrs,why did he not summon other retired generals and say ,let us help this man, why did he distanve himself from everything,as you do others ,so shall they do to you,what makes us think that oyhers will not play yhe same card for Buhari if he wins and at the end we keep sufferring,.you see ,its easy to spot a hole when you are outside it,you think very well when you are not part of the exam,No stratagy is most perfect.lets forget anout election and join hands to cure this menace .tomorrow it may be from another region,Nig is cracking and we are here doing hero worship

  15. I like the details in Buhari's chat with Kerry. His details do not compromise anything while at the same time laying down specifics. I love it. America does not respect Nigeria because they see us as nothing but a gathering of corrupt and incompetent people. Why do you thing that America's President has not visited Nigeria? Because they do not want to identify with a corrupt government. I bet you that if Buhari becomes Nigeria's President and takes concrete steps to fight corruption, Barrack Obama will make a visit to that country. We may be the most populous country and the largest economy in the continent of Africa, but with corruption as the way of life in the country, these things don't mean any thing. Let us ignore tribal and religious sentiments and recognise that Jonathan cannot take us anywhere except to total destruction. We owe it to ourselves to try a different hand. That different hand right now is Buhari. By the way, I'm from the south, in case you wish to know.

  17. I don't see anything wrong in GMB's highlight of his strategy. This is reassuring and I believe it will be effective because he cannot but work with intelligent lieutenants to achieve his goals.

    On the issue of GMB not contributing to ways to end insurgency, one has to reason very well before accusing the man. I am not a member of the National Council of States but one cannot write off the possibility that many suggestions would have been mooted by the Ex-Head of States to tackle one problem or the other but the final decision lies with the incumbent President. After all, OBJ claimed in his several write ups that he has been discussing way forward with GEJ secretly without any response.
